ABSTRACT

This chapter introduces the system management standard which provides a structure for that investigation and looks at the logic that defines structure and operations. Systems reflect and provide the required inputs and outputs of processes, connect those processes end-to-end, and to the business systems and reporting of the agency. The evaluation of systems is based on how completely and how well it brings together its processes into an aligned and effective organization. Structured system management is the "imprint" of a logical and effective leadership system and is the capstone work of the executive management. It presents a business case or value proposition, with its primary strategies, structure, and the major operational processes used to execute the model. The system management standard was developed to provide a uniform and objective means of feedback regarding whether managers are fulfilling their business purpose and reliably delivering the value-add that the organization expects.
