ABSTRACT

Thomas Kuhn argues that a transition occurs when an existing paradigm has ceased to function adequately in the exploration of an aspect of nature to which that paradigm itself had previously led the way. He also argues that in any field dominated by a paradigm there will be anomalies. David Mayhew presented a puzzle to scholars: why were there fewer close House elections? His challenge was quickly embraced and scholars devoted considerable attention to documenting and trying to explain the puzzle. The dominant view of the American public and embraced by scholars was that contained in the American voter. The commitment to the conclusion that issues were unlikely to change partisan loyalties is evident in the way many scholars reacted to some important changes in electoral results. Mayhew's suggestion to focus on candidate-centered activities seemed promising. Morris P. Fiorina added to the mix by suggesting that a new breed of politician was in office.
