ABSTRACT

The legislative organs of the Empire are the Council and the Imperial Diet, and the assent of each assembly, as determined by a majority vote, is necessary to a bill becoming law. The Confederation of North Germany was to be enlarged so as to comprise all the German States, and historical precedent pointed to their organization as an Empire. The idealistic trait in German political life had found its full development through the long and fruitless struggle for German unity, then through the vehement struggle for freedom and power in the conflict-time, and finally through the enthusiasm evoked by the realization of the national idea. The German spirit is critical, and criticism is rebellious and disruptive; and it was inevitable that the time would come when partisanship would gain a prominence in parliamentary proceedings of which the Diet in its early days gave no promise or warning.
