ABSTRACT
Modern day Oman is very much the creation of its ruler, Sultan Qaboos bin Said Al Said. Since bloodlessly overthrowing his father, he has ended internal rebellion, modernized the economy and built a functioning government from scratch. In doing so, Qaboos built an economic and political balance dependent on his rule and the bargain he struck with merchant elites during the country’s developmental period.
