ABSTRACT

The liberalization of Morocco’s telecommunications sector has been seen as a success worthy of international investment. The proliferation of digital technology has connected the world like never before and the King’s innovative steps to embrace this change ensured it kept pace with other countries. In the middle of the 1990s, King Hassan II decided that he wanted the country to become a regional leader in telecommunications and began opening the sector through to privatization and competition. Morocco’s initial reforms in the telecommunications sector supported its overall strategy to liberalize the economy in order to attract new investments. In 1999, the Kingdom offered its second telecommunications license to Orange Maroc, originally known as Meditel. Morocco’s telecommunications improvements also had an impact on small businesses. Morocco has also made a renewed effort to join the Economic Community of West African States, which could help further integrate the telecommunications sector into West Africa.
