ABSTRACT

This chapter lays the foundation for much of the discussions and analysis that are made in this book. It explores the local content challenge confronting developing petroleum producing countries, as well as the strategies some of them have employed in addressing it. It also appraises the protectionist and liberalised approaches to local content development, drawing lessons from Brazil, the United Kingdom, and Norway. The chapter also attempts to conceptualise local content in the petroleum industry, while examining arguments for and against local content measures.
