ABSTRACT

This chapter assesses the powers of the Nigerian Content Development and Monitoring Board in the enforcement and implementation of the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICDA). It explores the various strategies employed by the agency to further the Nigerian content in the Nigerian petroleum industry, and questions whether they are elaborate and sufficient to enable it successfully carry out its mandate. Lastly, the chapter explores the regulatory potential of private citizens’ led local content litigation, and in that light, questions whether NOGICDA envisages private citizens’ participation in the enforcement and implementation of the Act.
