The alternative to continuing the existing treatment and direct discharge to Buffalo Ditch was pretreatment and discharge to the municipal sewer system. The discharges are subject to federal pretreatment standards for the rubber products industrial wastewater category, as well as to applicable local standards. Upgrading of the existing wastewater treatment system to meet the new National Pollution Discharge Elimination System permit limitation would have required Best Available Treatment technology for removal of lead. Vulcanization of the hose with the lead sheathing is the principal manufacturing process contributing to water contamination and to generation of Resource Conservation and Recovery Act (RCRA) listed hazardous waste. Continuing use of the pond in compliance with newly amended standards for RCRA facilities would have required installation of a double lining system to protect against contamination of groundwater. Spent regenerant from ion exchange demineralization of boiler feed water was disposed of through the plant wastewater treatment system, increasing the hydraulic loading.
