ABSTRACT

The kamikaze spirit had taken over all of the Japanese armed forces. In the ultimate act of self-sacrifice, numerous kamikaze pilots flew their planes into the decks of the approaching ships. Although they were obliterated in the process, the kamikaze pilots caused serious damage to many Allied ships. It is difficult to understand what would have motivated the kamikaze pilots to destroy themselves in order to inflict maximum damage on the enemy. It is also difficult to imagine how the kamikaze pilot tactic applies to environmental negotiations. The kamikaze pilot technique is a tactic of last resort, and in many ways it is a tactic that signifies failure. It also can be profoundly self-destructive. The kamikaze tactic is designed to inflict maximum public relations damage on the opposing team. A big multinational firm proposed to locate a copper smelter on the shores of Texas' most prolific estuary — Galveston Bay.
