ABSTRACT

The purpose of this chapter is to provide a brief discussion of the used oil fuel regulatory scheme, promulgated by EPA in 1985. A large percentage of used industrial oils are recycled by being burned for energy recovery. EPA has regulated the use of used oil fuels and hazardous waste fuels as effective substitutes for virgin fuels at 40 CFR Part 266, “Standards for the Management of Specific Hazardous Wastes and Specific Types of Hazardous Waste Management Facilities.” Used oils and hazardous waste fuels are considered effective substitutes for virgin fuels when they have a heat value greater than approximately 5000 Btu per pound.
