ABSTRACT

Accident analysis has demonstrated the importance of organisation and management (O&M) issues in the cause and prevention of industrial accidents. It is important therefore to have methods of modelling which will deal with these issues for two reasons. Firstly to assist in the creation of (O&M) structures which will be robust for technological risk management. Secondly to enable O&M to be modelled and analysed at all levels for risk assessment purposes. A high level approach is taken in the paper since some methods of analysis do exist for lower levels. Various models are described which have been used to varying degrees in practice. It is shown that a wide intellectual framework is needed to encompass the range of modelling required to deal with technological risk.
