ABSTRACT

The target phase, which lays the groundwork for directing a search for ideas, has two primary parts: a current condition or state of the art, and a target or expression of a desired, hypothesized, or ideal state. The step is put in the targeting process because sometimes major givens restrain the development of a solution to a problem. The ideas have possibilities for getting people from the scarce water supply situation to the desired state targets. Further information could be sought to amplify the potential of these spontaneous, well-known solutions. An analysis of the forces helps pinpoint where adding, reducing, or eliminating a force can move the targeted area closer to the desired result. Situations need to be explored sufficiently before targets can be developed and proposals generated. Effective communication skills provide a useful foundation for the whole creative thinking process.
