Regulating the food service industry and retail food stores involves a highly diverse system of food and public health laws and programs. At the 1984 Second National Conference for Food Protection the status of model food codes was addressed by the Standards and Regulation Committee. The history of model sanitation code development goes back over 60 years. In 1934, the Public Health Service began developing an ordinance relating to the sanitary control of food service establishments. A Unicode could be developed and maintained by a nationally recognized private public health standards setting organization such as the National Sanitation Foundation or the 3-A Standards Committee. Persons involved in the development of a Unicode and the periodic revision process should be limited to representatives from key organizations that are willing and able to commit the resources necessary for participating in order to keep the process manageable.
