ABSTRACT

Unless further transport facilities are provided, it will be almost impossible to have any further development. It will be nothing less than a calamity if we have to tell the natives that they must not grow any more cotton because it is impossible to convey it to the market. Since then we have been hoping to hear that the Government will take the matter up early in the next session, but, if we do not hear anything shortly, we shall have to consider what further steps to take to push the matter. In our African Colonies and Protectorates we have the land and, in most cases, the labour; what is urgently needed is additional means of communication and transport. There is no object on our holding the vast territories we have in tropical Africa, with their enormous possibilities, unless we take steps to develop them.
