Have the honour to acknowledge the receipt of High Commissioner Sir F.Lugard's confidential despatch of the 30th September, and of his No. 614 of the 17th October, and No. 716 of the 28th November, 1902, in which he invites a further expression of his views relative to railway construction in Nigeria. The goods which it will convey to the interior, and the produce which it will export thence will be carried by water transport. In considering any large extension of commerce there is also the additional cost of transhipment by means of branch boats over the Lagos bar to be taken into consideration, which will add considerably to the cost per ton as compared with water transport by the Night waterway.
