ABSTRACT

This chapter is a compilation of correspondence having reference to construction of railways in the territory of Bechuanaland in Africa. The letters were presented by His Excellency the Officer administering the Government and Her Majesty’s acting High Commissioner, in reply to Address from the House of Assembly in Capetown. The chapter contains the proposals laid before the Secretary of State in regards to taxation, land grants, mineral rights, irrigation rights, laying out of townships, and other concessions. The proposal seems to commend itself on the broad ground that if it is a good bargain for the Company the Government will get an equally good bargain; and that the value of the tax will be enhanced by the development of the resources of the country; moreover, the rate suggested appears to be reasonably low.
