ABSTRACT

The Treasury Department was aware that within Congress there was widespread concern over the possibility that the repeal of the 30 percent withholding tax might have encouraged tax evasion by U. S. persons. The General Accounting Office is one of the four congressional Support Agencies-the other three are the Congressional Research Service, the Congressional Budget Office and the Office of Technology Assessment. The Government Accounting Office written and oral statements were similar to the Treasury testimony in that they described the several proposals and courses of action open to Congress. Congressman Frank J. Guarini also pointed out that the repeal measure would contribute to a further rise in the level of "international interest rates." Doug Barnard, a Congressman from Georgia, rendered testimony in favour of his bill, H. R. 4029. Congressman Barnard in supporting his bill compared it to the two other legislative approaches: H. R. 3025 and the Senate tax bill.
