ABSTRACT

This chapter explores trade and transfer of technology between West and East from the perspective of the Western company. It discusses material relating to direct absorption of Western technologies into the military supply industries, and the dual use of Western technologies in both the civilian and military sectors. The chapter discusses the other issues relating to the expansion of Soviet capacity for military use, without assuming certain patterns of allocation and priority among Soviet policy-makers. During the 1960s and 1970s the Soviet Union and Eastern Europe presented Western companies with important market opportunities. Considering American companies first, in addition to the 1978 Sperry-Univac computer sale to TASS referred to above, an export licence was also withdrawn in 1978 from Dresser Inc. The chapter concludes with recommendations for further research on East-West trade and technology transfer, pressing the case for more consistent policy-making, and more informed and open debate.
