This memorandum, submitted to Henry Dundas during the debates on the renewal of the Company’s charter, describes the grievances of the British community in India against the Company’s monopoly. It is endorsed ‘Mr C’, which probably indicates that it was written by John Cochrane, a private merchant in India.
