ABSTRACT
The advent of new technology and the integration of that technology into effective systems is about to enter the rapid growth phase of its life cycle. Moreover, the literature of management information systems (MIS) makes it clear that computer systems have not really intruded into the daily lives of most managers to any great extent. However, the fact that such information-based comparative advantages have, or can be, created is not in itself sufficient. For this to be done on the massive scale that is required for the notion of information as an important strategic resource to be realised would require that such comparative advantages be systematically sought and created. Information-based comparative advantage must be based on the systematic achievement of collection and analysis of information and its use in the creation of knowledge. 'Information resource assessment' is the process that serves to alter the organisation's business strategy on a direct and continuing basis that draws on the information resources.
