ABSTRACT

This chapter describes changes in Florida’s felony disenfranchisement policies and their potential impact on elections in the state. It includes a brief history of disenfranchisement provisions in the state’s constitution as well as changes to the state constitution resulting from passage of a 2018 citizen’s initiative: Amendment 4. The chapter goes on to estimate the potential impact of voting by returning citizens on future elections and questions whether they might have been able to change the outcomes of the state’s 2018 election. Finally, the chapter provides suggestions for policy makers’ implementation of Amendment 4 and concluding thoughts about the impact the change will have on Black voters in the state.
