ABSTRACT

This chapter discusses the context of the policy and organizational transformation and considers proposals to set up an urban regeneration partnership in a neighbourhood known as Southside. The Southside Partnership Board (SPB) represented the strategic decision-making body in the regeneration process. Its membership comprised one representative from each of the three 'institutional partners' and two community representatives from the Southside Community Forum, one with full partner status and the other with observer status. The chapter describes that decision-making within Southside was essentially a battle between bureaucracy and community resistance. It considers the council's efforts to involve the local community. The chapter outlines the nature of community power exerted within the regeneration partnership and considers the significance of 'race' and racism within the regeneration process and community forum. The overall pattern of community power within Southside, therefore, may be best described as hyper-pluralistic in nature.
