ABSTRACT

Administrators of the CRP are faced with a number of intertemporal choices mandated by the discretionary aspects of the C RP’s underlying legislation. Their decision problem is broadly characterized by (a) a multiyear planning horizon, (b) annual or more frequent decision making, (c) probable strategic behavior by bidders, (<d) multiple objectives, (e) political sensitivity, and if) budget sensitivity.
