ABSTRACT

Kananaskis, a resort in the Rockies, had originally been chosen as the summit site because it was secluded and intimate, out of range of any violent demonstrations such as had upset Genoa. The Canadian government had put a lot of effort into outreach to civil society, but was frustrated that this only seemed to generate more strident criticism, especially on Africa. The heads set up a Group of Africa Personal Representatives to prepare their definitive response, to be agreed at Kananaskis. The analysis that follows starts with political issues - Russia and the G8, terrorism and regional problems - and then moves on to Africa and economic issues. The heads agreed to fund the shortfall emerging in the World Bank Trust Fund to finance debt relief under the Heavily Indebted Poor Countries (HIPC), up to $1 billion. The G8 heads endorsed the report and 'agreed to increase significantly our bilateral assistance' for primary education.
