ABSTRACT

The Safety Management System (SMS) practitioner knows that true SMS goes well beyond the components described so far, encompassing the entire organization, with continuous improvement through constant application of the quality Plan-Do-Check-Act cycle. Organizational risk controls are developed and, once they are determined to be capable of bringing the risk to an acceptable level, they are employed operationally. The statement of scope for a process is an extremely important component. A well-defined scope statement is helpful in a number of ways. For example, a scope statement for a lower-than-standard approach minimums process might include a clause indicating that the process applies for Category II or III Instrument Landing System approaches when reported crosswinds are no more than 10 knots. Typically the stakeholder list is composed of those people or parties who actually accomplish the work, but also contains an enumeration of the interfaces to the process—the suppliers and customers.
