ABSTRACT

This chapter examines the role of central training institutes and analyzes their role in developing human resources in a country. The primary functions or activities performed by training institutes are teaching, research, and consultation. Central training institutes organize conferences and invite people from outside the agency to participate. There are differing opinions about the ideal location of training institutes for public services, particularly regarding their relationships with the government and education system. Most countries have a central government agency responsible for supervising, coordinating and regulating activities related to training in the public service. Considering the role and constantly changing nature of both government and public management, public service training institutes face a number of challenges. These are related to tasks performed by the institutes and the fluctuating environment in which they function and can be summarized in five categories: curriculum, transfer of experience, the conduct of research and evaluation, balance between management and policy, and the movement of human resources.
