ABSTRACT

This chapter presents the findings of a survey conducted among trainers and trainees at the Civil Service Training and Development Institute (CSTDI) in Hong Kong. A variety of methods are used by the CSTDI to conduct training. Generalised training programs consider the basic requirements of the government. CSTDI offers mostly general training programs, with an eye on the basic requirements of the government. The profiles of the respondents, their perception of training objectives and their comments and observations provide interesting insights on key areas of concern in public service training. Training upgrades and updates the skills and attitudes of public officials according to the changing needs of society, government and individuals. A training effectiveness evaluation system enhances the likelihood that the contents of the training have been useful and allows for the modification of existing programs, in order to increase their effectiveness. Training helps trainees acquire job-related skills, along with offering opportunities for advancement, increasing morale and improving individual performance.
