ABSTRACT

This chapter argues that rural/regional policy is based on hegemonic discourses of what basic problem has to be solved in rural/regional policy and how it is to be solved. The intentions of the involved actors and concrete actions are what make the dynamics of power/knowledge in the production and reproduction of the discourses of regional/rural policy, and they can be summarized in some conceptual axes. One is an expression of the degree and level of the concrete action in relation to the co-operation and goes from the total indifference to active intervention. The other is an expression of the dynamics in the different actors' intentions and normative positions towards the co-operation and goes from counteraction to support. The Mid-Nordic region hardly exists, and the co-operation seems not to play any part on the regional arena neither in the Nordic countries nor in a European context.
