ABSTRACT

This chapter focuses on the applied methodology to provide some insight for policymakers who must contend with the management of critical infrastructure among their portfolio of responsibilities, particularly mitigation-oriented initiatives of one kind or another. An alternative structure of intervention would be one in which the strategy of reflexivity promotes discussion at the higher layers of interconnection space, where conceptual freedom allows for greater exploration of ideas and interplay among a diversity of stakeholders. The overall assessment of interventions in the case of Wireless E9-1-1 in Canada suggests that sequencing and timing are essential considerations if policymakers are to effectively influence long-range management of critical infrastructure that is consonant with the principles of a mitigation-oriented policy framework. The honest broker function is an appropriate role for direct government supervision in response to the public policy objective of ensuring the orderly development of critical infrastructure.
