ABSTRACT

Improvement of administrative organization, procedures and management of the regulatory program of the Ministry of Mines and Energy was one of the principal objectives of technical assistance provided by Office of Surface Mining Reclamation and Enforcement (OSM) beginning in 1995. The Program Management Team review in 1995 found that inspection and enforcement responsibilities for mining were dispersed within the Ministry. Mine inspectors located in Kanwil offices of the Ministry reported to their superiors who in turn reported to the Secretary General of the Ministry of Mines and Energy. After considerable discussion of recommendations within the Ministry of Mines and Energy over a period of more than two years, it appeared ready to consider management reorganization and reform of mining and inspection policy. For such an organization to be effective, it should have some clarity and unity of mission. Responsibility for mineral development, recruiting foreign investment, and collections of land rents and royalty revenues should be assigned to other organizations.
