ABSTRACT

Development of more effective mining environmental policy was the major goal of an innovative project in which technical assistance was provided by the US Office of Surface Mining Reclamation and Enforcement (OSM) to the Ministry of Mines and Energy and funded by The World Bank beginning in April 1995. During the visit and after their return to the United States the Assessment Team evaluated information and prepared recommendations for technical assistance concerning performance standards for mining and reclamation of information requirements for environmental assessments of proposed mining activities. The OSM course on Administrative and Legal Issues in Security Bonding provided Indonesian members of the Policy Team with information on how to estimate the costs of reclamation and evaluate bonding instruments and liability insurance. For comparison, specific soil erosion and sediment control practices are required in several national performance standards for surface coal mining operations in the United States.
