ABSTRACT

This chapter provides an analysis of quality assurance in higher education in Poland with a particular focus on education and training programmes specialising in public administration. Political and economic liberalisation has opened the way for the private provision of education and training, particularly in the fields of business and marketing, politics and public administration. The chapter explains why education and training in public administration is a particularly topical and important issue in Poland. Politicians and senior officials in Poland recognise that professional, motivated staff is the key to high quality public services and policy advice. The chapter analyses different quality assurance systems in Poland: the governmental system of authorisation of institutions of higher education; and the rankings of schools published annually by the media and international peer accreditation systems. In Poland, the quality of higher education is ensured by a government agency or a non-governmental organisation appointed by law.
