ABSTRACT

In recent years, practically all governments have introduced modern information and communication technology to improve the quality and efficiency of public services. Electronic public services can be divided into the following categories: government to citizen; government to government; government to business; and government to non-governmental, not-for-profit organisations. This chapter focuses on one of the most important approaches to the development and navigation of public sector web-sites has been the design of life-event portals. It presents the concept of life-event-based government portals; model for assessing the quality of life-event — based e-services; and the benefits of using the life event approach in developing government portals. To assess e-services, there are two characteristics of e-services that must be considered. These are: level of online sophistication and level of integration. The model for assessing the development of e-services based on life events was used to analyse two typical life events, 'moving house' and 'starting a business' commonly found on life event portals.
