ABSTRACT

This chapter presents an account of the establishment of the Task Force. It describes the circumstances under which the idea to establish a Task Force was conceived, and identify motivations behind the initiative. The chapter also gives an account of the different entities within the Task Force structure, and their approaches to management and work organisation. The highest level, the Task Force itself, was already set up before the underlying structure came into being, made up of the following bodies: the Secretariat, the Group of Senior Health Officials, the five programme groups, and the different projects. One International Technical Adviser (ITA) was hired to support each programme group, except the Surveillance programme group, which did not require the support. The ITAs were all experienced specialists in their specific fields, and had worked on international health projects before. The single most important tool for projects under the Task Force umbrella is the Logical Framework Approach.
