ABSTRACT

This chapter describes the effects of the Task Force in Russia and the Baltic countries and details 'post-Soviet area'. Estonia, Latvia and Lithuania are three different countries, with different histories both during and after the Soviet era. The primary aim of the Task Force was to fight the spread of communicable diseases in the Baltic Sea region. The chapter discusses how the networks developed, both between East and the West and within the eastern parts of the Baltic Sea region. It also discusses some of the opinions of our interviewees on the challenge to bridging the divide between prison authorities and the civilian health-care system. The efforts to rectify the shortcomings of the post-Soviet health-care systems were also directed at strengthening primary health care delivery. The chapter shows how the Task Force helped health-service workers and authorities to think differently about how problems can be solved.
