ABSTRACT

The chapter provides a rationale for systemic adjustment of attitudes, behaviour and perception around the construct of equity, diversity and interdependence. Out of the assessment emerges the opportunity to reconnect governance and people through a more authentic dialogue that is mutually empowering. Bridging social capital when fostered through authentic dialogue widens awareness of the many ways in which local situations are linked to common causes and allows citizens to resolve collective problems more easily through collaborative initiative. The key driver of that adjustment is authentic dialogue within public organisations, and between public organisations and those in society whom they seek to serve. The imperative of stakeholder consultation is the heart of public policy formation in the United Kingdom. Central government departments, devolved administrations, public agencies and local authorities are all on this treadmill of inviting comment on the content of draft policy papers.
