ABSTRACT

This chapter analyses the Barcelona's e-governance strategies. It offers a general context description of the challenges that the city of Barcelona faces. Barcelona wants to be a city that attempts to ensure a high quality of life for all its citizens, especially with regard to employment, culture and mobility. The chapter summarizes the city's information technologies strategy. It analyses the issues of content, access and infrastructure respectively. The metropolitan area of Barcelona has 4.5m inhabitants. Although Barcelona was abolished as an institutional entity in 1985, it can be considered as a functional urban region with a surface area of 3,200km. The geographical area known as the metropolitan area includes two conurbations surrounding Barcelona: the Metropolitan Environmental Authority and the Metropolitan Region. The Metropolitan Environmental Authority is closest to the city. The Metropolitan Region is more extensive and laid out within the Territorial Plan of Catalonia.
