ABSTRACT

This chapter focuses on two major projects: Residentie.Net and Transparent City Hall. It pays generous attention to the way The Hague presents itself on the web – in the words of our framework, the city's content organization. The chapter discusses history of The Hague's information technologies policy. It moves to the subject of content organization: the chapter assesses the city's presence and presentation on the Internet. The chapter also discusses electronic infrastructure policies and initiatives. It provides policy recommendations for improved strategies. The chapter describes the role of the national government in the promotion of urban e-government. It gains the impression that on the level of individual departments, there is substantial resistance to changing work practices or even sharing information. The chapter concludes that the City of The Hague put too much responsibility in the hands of its technology partner who, in the end, showed insufficient commitment and/or expertise to do the job.
