ABSTRACT

This chapter presents a discussion of the general characteristics and key features of urban regeneration and discusses the evolution of the area of activity from the 1960s. It examines a number of the theoretical and practice based foundations for, and forms of, urban regeneration policy in Scotland. The Whitfield Partnership was established in 1988 and total expenditure on regeneration from all partnership sources during the first six years was in excess of £55 million, with a leverage of approximately 6:1 between public and private funding. Before examining specific examples, it is important to set the context for the best practice of urban regeneration in Scotland. From 1973 there have been many contributions to the regeneration programme, co-ordinated by the New Lanark Conservation Trust. The chapter identifies some of the features of best practice evident in Scotland and, learning from the experience outlines an approach to meeting the challenges that urban regeneration will face in the future.
