ABSTRACT

This chapter explores the new requirements for European Union (EU) accession and the efforts of the Republic of Cyprus to reach the goalpost and succeed in becoming an EU member state. It introduces three main criteria for accession to the EU by the Copenhagen European Council in June 1993. The first step towards the start of negotiations for accession is the evaluation of the candidate country's national legislation as a means of identifying areas of discrepancy. The second step towards the start of negotiations is the inclusion of the work programme, negotiating positions and priorities for each sector of legislation in the accession partnerships of each candidate country. The third step towards the start of negotiations is the conclusion of a detailed programme for the adoption of the acquis. The analysis of the route to complete adoption of the acquis and compliance with the legal criterion took the best part of the Report.
