ABSTRACT

This introduction presents an overview of key concepts discussed in the subsequent chapters of this book. The book focuses on the clash of interests and principle in US foreign policy making under President Bill Clinton. It explores the principles of Clinton's foreign policy in Russia. The book explains the motivations behind the Highly Enriched Uranium (HEU) Agreement: engagement, democratic peace, defence conversion, and non-proliferation. It begins with a discussion of the importance of the geopolitics of strategic minerals in foreign policy analysis. The book provides a technical overview of nuclear fuel and fissile material and concludes on the prospects for converting uranium to commercial use. It looks at the nexus of state-society relations during the Clinton presidency. The book considers the systemic factors and strategic opportunities inherent in HEU conversion, most notably the US systemic goals of Russian reforms and international non-proliferation. It reviews co-operative approaches to conversion and prospects for bilateral ventures in the post-Cold War era.
