Any successful policy to deal with global wanning must have several attractive features. Given the potentially immense sums that may have to be spent on abatement, it is important that the policy be efficient or, at least, cost-effective. Given the likely differences in both costs and benefits across countries, it would be desirable that the policy be equitable, or fair.1
