Construction and other industrial projects change physical things. A very important characteristic of business and IT projects is that their success depends far more on people accepting change. At the very least, that change involves people using new technology and processes if they are to achieve the organization's intended project benefits. One of the first instincts of senior managers seeking to achieve their objectives is to alter posts and responsibilities. Consider the impact of creating a new post and appointing or recruiting a person to fill it. It's a bit like installing a new machine tool in a production line. To understand why this is so, imagine a situation where administrators are familiar with the process of producing the annual accounts and budgets. The rule about change frequency in organizations given in the preceding section applies equally to changes in procedures and processes. Procedures and processes are cyclic.
