ABSTRACT

Safety services are often the most demanding in densely populated cities, suffering from various types of disasters. Some recent events with high numbers of casualties include the major earthquake that took place in 1999 in Turkey with an estimated 45,000 fatalities [1]. Snow avalanches are also serious problems, especially on highways. Furthermore, over 1.2 million people were killed in road traffic accidents around the world in 2003 according to a report published by the World Health Organization and the World Bank; another 50 million may be left injured by crashes annually. The report shows that more than 3000 people are killed in road accidents every day [1]. Thus, we focus on safety and emergency issues in this research, for which giving warnings and alerts well in advance and acting quickly in emergency situations is vital for better survivability chances.
