ABSTRACT

Access and Continuity of Transitional Living Services for Foster Youth: The challenges facing youth aging out of foster care have been well documented. Consequent attention in the realms of research, practice, and policy have identified a range of strategies to increase the odds of successful outcomes. This chapter reviews key theoretical perspectives related to youth leaving care and describes a range of current policies related to access and continuity of services for these youth. In addition to discussing key child welfare policies, we pay particular attention to policies and practices in housing, education, and employment. The intersection of these domains with each other, and with child welfare policies, offer additional opportunities and challenges for assisting youth with transition. Based on our analysis, we identify recommendations for further development in this practice area.
