ABSTRACT

This chapter introduces the role of the international level through the policies of the EU. The first part of the chapter outlines the trajectory of EU immigration and asylum policy as well as the more recent emphasis on education and intercultural dialogue. The second half of the chapter introduces some of the key features of national education policy. From the international level to the way that education policy is implemented, there are three key drivers: economic competitiveness, concerns of social cohesion and security, and equality of opportunity.
