ABSTRACT

International organization for migration played an important role throughout the process, and it used its International Dialogue on Migration meetings in 2017 and 2018 to bring together global stakeholders to discuss ways to strengthen global cooperation toward Global Compact for Migration (GCM) adoption, and inclusive and innovative partnerships needed for effective global governance. Policies adopted unilaterally are often impossible to implement because they do not take into account other key stakeholder interests. The Global Compact on Refugees follows the roadmap set out in the New York Declaration in presenting a Programme of Action to implement the already accepted Comprehensive Refugee Response Framework. The global compact for safe, orderly and regular migration was much more ambitious in its undertaking, largely because there was no pre-existing comprehensive framework for multilateral action on migration. The GCM is an ambitious and wide-ranging framework for multilateral action on migration, carefully balancing the many diverse interests of states and other actors.
