The emergence of the field comes as ordinary citizens are becoming more vocal in civic planning. Commercial ventures are expanding further into residential areas, condominium living has become popular, more people worry about water and air pollution, and fights about the location of dumps for waste material have been increasing.

Even the air has become the cynosure of community interest.
