ABSTRACT

Continuous planning is needed for the conservation and wise development of our natural resources—both natural and human. With new inventions, new ideals, and new discoveries, no fixed plan or policy will suffice; for any rigid mould or blueprint plan, if strictly adhered to, may restrict our freedom rather than enlarge it…. we must constantly make new plans to meet new conditions.
