ABSTRACT

This chapter provides guidance for developing an integrated parking plan that includes an optimal combination of complementary management strategies. An integrated parking plan requires a comprehensive planning process to identify the combination of strategies that provide the greatest overall benefits. Some types of parking planning require larger, regional-scale planning in order to coordinate parking standards, regulations, pricing, and enforcement programs, and to integrate parking policies with other regional transport and land-use objectives. For example, parking policies should be coordinated between different commercial districts and neighborhoods to develop common parking pricing methods and standards. "Stakeholders" are people affected by a planning decision. Including diverse stakeholders in the planning process can help identify potential problems, identify creative solutions, and build support for program implementation. Parking planning should be coordinated with a community's overall strategic vision. This helps ensure that individual decisions reflect broader community objectives.
